Grant and Loan Opportunities
The City of Hopkins is offering financial assistance to residents, businesses, and property owners. Detailed information on each program is provided below. Funding amounts and eligibility vary by program, so please visit the program page for each program you are interested in applying for. One project may be eligible for funding through multiple programs.
To make the process of applying for funding as easy as possible, applicants can fill out one application to be considered for multiple sustainability programs.

Hopkins Climate Solutions Fund
Applications will be accepted January 1 - December 1, or until funds are allocated.
The Hopkins Climate Solutions Fund offers incentives for residential, business, and commercial projects to accelerate our transition to cleaner and more efficient energy. The program helps to reduce upfront costs associated with replacing energy equipment and installing renewable energy systems.
Projects awarded in the past have been solar panel installations, electric bike purchases, and insulation and air sealing.

What You Need To Know To Apply
Eligible Applicants
- Individuals who rent, own, or manage a one- to four-unit residential property within the City of Hopkins where residents are Xcel Energy or CenterPoint customers.
- Multi-family properties located within the City of Hopkins with five or more units.
- Commercial building property owners, lessees or managers of existing buildings located within the City of Hopkins.
Eligible projects for residential applicants include insulation and air sealing improvements, electric panel upgrade, cold-climate air-source heat pump system installation, electric bike purchase, or solar panel installation.
Eligible projects for multi-family and commercial projects include LED lighting upgrades, solar panel installation, Level 2 electric vehicle charging equipment purchases, or electric bike purchases.

Applicants will be required to submit:
- Type of project and estimated equipment cost
- Estimated rebate amount from other sources. Applying for additional rebates, such as from a utility, is highly encouraged to bring down costs.
- If known, estimated annual cost savings, based on first year.
- If known, estimated annual energy savings (kWh/dekatherm), based on first year.
- If known, estimated annual carbon dioxide savings (pounds), based on first year.
- Letter of support from property owner, if applicant is not the property owner. *Not required for Electric Bikes.
Water Efficiency Rebate Program
Applications will be accepted on a first-come, first-served basis until June 30, 2026.
In partnership with the Metropolitan Council and the Clean Water, Land and Legacy Amendment, the City of Hopkins is offering rebates on eligible Energy Smart or WaterSense certified products. Rebates may be granted to residential and commercial property owners who complete water efficiency improvement projects.
What You Need To Know To Apply
- Applicants must be served by the municipal water supply system
- Replacement appliances only; new construction and developments are ineligible
- Rebate payments are for equipment costs only; labor charges do not qualify
- Must be an Energy Star or WaterSense certified product.
- WaterSense labeled toilet
- Energy Star labeled clothes washing machine
- Energy Star labeled residential dishwasher
- WaterSense labeled showerhead
- WaterSense labeled irrigation system controller
- WaterSense labeled irrigation spray sprinkler body
- Irrigation system audit conducted by certified professionals

Electric Bicycle Incentive Program
With partnership from the Minnesota Pollution Control Agency, the City of Hopkins is offering incentives for electric bicycles. By incentivizing e-bikes, this program will foster a culture of sustainable mobility, reduce reliance on fossil fuels, and enhance the quality of life for residents and businesses alike. Residents, including homeowners and renters, and commercial entities may apply for this program.
Applications for this program are first-come, first-served starting July 3, 2025, through May 15, 2026, or until funds are gone.
What You Need To Know To Apply
Eligible Applicants
- Income Qualified Residents (homeowners or renters)
- Non-Income Qualified Residents (homeowners or renters)
- Commercial
Eligibility Requirements
- Must be a resident or business in the city of Hopkins.
- Must be at least 15 years of age.
- Eligible electric bicycles include e-bikes, cargo e-bikes, e-trikes, recumbent e-bikes. If you have a question if something is eligible, get in touch.
- An e-bike may not have an electric motor that has a power output of more than 750 watts.
- An e-bike must meet the requirements of a class 1, class 2, class 3, or multiple mode electric-assisted bicycle.
- Review People for Bikes' guide to Minnesota's Electric Bicycle Law, or Minnesota State Statute 169.011.27 for more information.
- Limit two per address.
- Up to $1,000 for Income Qualified applicants
- Up to $500 for Non-Income Qualified applicants
- Up to $500 for Commercial entities
Steps to Receive Funding
- Complete an online application
- Receive eligibility confirmation and next steps
- Purchase electric bicycle
- Submit W9 and receipt, and income verification if necessary
Issuing Awards
- Applications will be processed in the order they are received
- Funding is for the electric bicycle only; accessories, tax, or delivery are not eligible expenses
- Funds will be issued by mailed check
- Please allow at least 30 days for processing of the check.

Hopkins Façade Improvement Program
The Hopkins Façade Improvement Program is a funding opportunity for projects that strengthen the vitality of Mainstreet by improving the pedestrian experience, increasing building transparency, and beautifying buildings through façade revitalization efforts.
Commercial property owners and business owners in Downtown Hopkins between 5th Avenue and Shady Oak Road and 1st Street N and 1st Street are eligible to apply for funding assistance up to 50 percent of the cost of improvements - up to $25,000.

What You Need To Know To Apply
Commercial property owners, or business owners with the approval of property owner, located within Downtown Hopkins between 5th Avenue & Shady Oak Road and between 1st Street N & 1st Street S are eligible to apply, assuming the property has no delinquent bills, charges, or taxes due to the city.
Eligible projects include permanent, external building improvements including but not limited to exterior painting or re-siding, restoration of exterior finishes and materials, masonry repair and tuck pointing, replacement or installation of windows and doors, canopy or awning installation or repair, and murals. Eligible project costs must be at least $10,000.
Applicants will be required to submit:
- Description of proposed improvements and proposed timeline for completion
- A Scope of Work, which will be used as the project’s bidding document
- Estimated budget for façade improvements
- Evidence supporting your ability to cover 50% of project costs
- Proof of property ownership or lease
- Written consent from property owner to make façade improvements if the applicant is a commercial tenant
- Clear and color electronic photos of the existing building facade

Bike Rack Cost Share Program
The Program offers eligible businesses and organizations 50 percent in City matching funds for bike racks supplied by the City. The City will also participate in the installation of the rack within the public right of way. Applicants can add branding and additional styling at their own expense to City supplied racks. Interested businesses, community centers and organizations in Hopkins are encouraged to participate in the program to promote bicycling.
