Cannabis License
A new law enacted at the end of the 2023 legislative session legalizes adult–use cannabis in Minnesota and establishes a regulatory framework over the cannabis industry. The law establishes the Office of Cannabis Management (OCM) that will release applications, issue licenses, and develop regulations outlining how and when businesses can participate in the new adult-use industry in Minnesota.

Cannabis licenses will be issued by the Minnesota Office of Cannabis Management (OCM). OCM plans to begin licensing in 2025. More information may also be available on the Minnesota Office of Cannabis Management's website. Before operating any business within the City that is licensed by OCM, the business must register with the City. See Registration below.
Cannabis Ordinance
The City of Hopkins adopted Ordinance 2024-1216 regulating Cannabis Businesses effective as of December 26, 2024. These regulations include updates to zoning laws, allowing cannabis-related businesses in certain areas, subject to certain separation requirements and operational standards.
Please refer to the Interactive Cannabis Business Map for eligible locations. Note, retail business may not be located within 500 ft of another cannabis retail location, or within 350 feet of a school or an amenity within a park that attracts minors (i.e. playground, playing field, etc.).
Cannabis Business Registration
Once the State license is issued, the City will regulate these businesses locally by issuing a Local Business Registration. At least once a year, cities are required to conduct compliance checks of every cannabis and hemp business.
The City is required by the State of Minnesota to allow at least one Cannabis Retail Business Registration per every 12,500 residents, which would be a minimum of two in Hopkins. The City Council approved a maximum of three (3) registrations for a Cannabis Retail Business.

Cannabis Tax
As of July 1, 2023, all sellers of taxable cannabis products must register with the Minnesota Department of Revenue to remit the new Cannabis Tax. More information is available on the Minnesota Department of Revenue's website.
