Blake Road Station

Project Background

Blake Road Station is the redevelopment of 7.4 acres of land located in the northwest quadrant of Excelsior Boulevard and Blake Road into a three phase, mixed-use residential and commercial development adjacent to the future Blake Road Metro Green Line Extension Transit Station. 

In August 2021, the City Council approved Trilogy Real Estate Group's overall rezoning and planned unit development requests along with site plan for the first phase of the development (Site A). Construction on the first building began in December 2021. 

The applicant now seeks planned unit development (PUD) amendment and site plan review approvals for the second phase (Site B) of the Blake Road Station development. The plans for Site B include a 7-story, commercial and residential mixed-use multiple unit apartment building located at the northwest corner of Excelsior Boulevard and Blake Road. The building will include 250 residential units, 10,000 square feet of commercial space and 339 enclosed parking spaces to serve both the commercial and residential uses. Neighborhood Meeting Process

It is the intent of the City's neighborhood meeting policy to expand and enhance the dissemination of information to residents and encourage involvement in the planning process. This neighborhood meeting policy requires applicants to meet directly with neighbors and get their feedback before going through the City's formal land use review process. For these reasons, Hopkins neighborhood meeting policy requires this application to include a neighborhood meeting hosted by the developer. 

Trilogy Real Estate Group hosted an in-person neighborhood meeting to discuss the current project status and the design for Site B with the public on Tuesday, March 8, 2022, from 6 to 7:30 p.m., in the main lobby of 43 Hoops, located at 1002 2nd Street NE, Hopkins, MN 55343.

City Review Process

The City's review process for this application includes a public hearing before the Planning & Zoning Commission and review and action by the City Council. The schedule for the Planning & Zoning Commission public hearing and the City Council meeting is detailed below. Community comment may be provided to City Planner Jason Lindahl at any time during the application review process or directly to the Planning & Zoning Commission during the public hearing.

Blake Road Station Development Environmental Assessment Worksheet

The City of Hopkins has prepared an Environmental Assessment Worksheet (EAW) for the Blake Road Station Development Project and is seeking public input. 

As the designated Responsible Governmental Unit (RGU), the City of Hopkins has prepared an Environmental Assessment Worksheet (EAW) for the Blake Road Station Development. 

The proposed project includes the redevelopment of 6.4 acres of existing commercial uses at the intersection of Excelsior Boulevard and Blake Road North in Hopkins, located adjacent to the future METRO Green Line Blake Road Station. 

The proposed project is a multi-modal transit-oriented development that will be constructed in three phases. As proposed, Blake Road Station would redevelop the existing Hopkins Commerce Center strip commercial development into three separate 7-story buildings totaling approximately 752 residential units and 11,035 square feet of commercial space. Construction of the first phase is anticipated to start in spring 2021 and be complete in summer 2022. Construction of the second and third phases will depend on the existing lease agreements with the current tenants.

Blake Road Station Concept Plan

Trilogy Real Estate Group has submitted a concept plan review request for redevelopment of the Hopkins Commerce Center into a phased residential and retail development, Blake Road Station. 

This item is scheduled to go before the City Council on Tuesday, June 16 and the Planning & Zoning Commission on Tuesday, June 23, 2020. As a concept review, this application does not require formal action by the Planning & Zoning Commission or City Council.
