The City of Hopkins and Artspace have worked together to explore the feasibility of developing new affordable live/work artist housing and creative space in Hopkins.

Artspace is a nonprofit arts organization specializing in creating, owning, and operating affordable spaces for artists and creative businesses. Artspace is based in Minneapolis and has more than 50 projects across the country.

Planning Process

A Preliminary Feasibility Study and Arts Market Study demonstrated a clear need for new space where Hopkins’ creative sector can live, work, and create. 

Preliminary Feasibility Study

In 2017, the City of Hopkins invited Artspace to conduct a Preliminary Feasibility Study to evaluate the potential for affordable live/work space for Hopkins’ creative sector and recommend next steps.

The study found that both affordable live/work housing and space for arts organizations would:

  • Build off the momentum of the Downtown Hopkins art scene and anchor an arts district
  • Provide a tremendous boost to the reputation and visibility of Hopkins’ art community
  • Provide stable, permanently affordable space for the creative sector
  • Support creative businesses and nonprofits in Hopkins.

Based on the recommendations of the Preliminary Feasibility Study, an Arts Market Study was conducted in 2018.

Arts Market Study

The 2018 Arts Market Study included an in-depth survey to gauge local and regional artists’ interest in new affordable live/work housing, private workspace, and shared creative and performing arts spaces. There were 249 artist respondents to the survey.

The study showed a market that would support a moderately sized mixed use project, including live/work artist housing, private studio spaces, and shared creative space.  Based on these results, the City and Artspace began the pre-development feasibility evaluation of a potential site.

Predevelopment Feasibility Evaluation

In 2019-2020, the City of Hopkins and Artspace explored the feasibility of an Artspace development on Lot 800, a City-owned property located at 10th Avenue N and 1st Street N.

The City received a grant from the Metropolitan Council for pre-development activities, including artist-led community engagement to inform the concept plan for the site. The City worked with Juxtaposition Arts to seek input from the community and hosted engagement sessions for people to inform the design, share their ideas, and ask questions.

Artspace hired BKV Group, a design firm with offices in Minneapolis, to develop a concept plan for the project.

The community engagement report and concept plan were shared at a community meeting/City Council work session on February 11, 2020, and the City Council discussed the project at their March 4 meeting.

The City chose to withdraw Lot 800 from consideration for an Artspace project.
